Add items to the tools menu?

In IE at the top where File, Edit, and View is, in the Tools menu I have windows messenger, Flashget, and ICQ. How can I add other apps like yahoo messenger? I've tried View-toolbars-customize and can move things back and forth but I can't add.
The weird thing is in the past I had Yahoo messenger there and couldn't add windows messenger.

hmmm playing with the registry..........I'd better back it up.;)
