The Ministry of Information and Communication said it would step up its crackdown on spam mail by classifying all commercial messages without prior approval from recipients as illegal. Those who send spam messages without following the proper procedures will be slapped with fines, the ministry said. It did not reveal details about how it would impose penalties on the violators.

The drastic measure comes as the Korean government is keen to rein in the ever-increasing traffic of commercial mail messages, many of which are sent to random recipients.

Spammers rely chiefly on extractor programs to collect e-mail addresses before bombarding millions of users with their promotional materials. As a result, the majority of Korean Internet users are struggling to clean out their mail boxes that are constantly being filled up with junk.
