perl/php member page?

okay. I am a member of a couple of car clubs. I'm trying to find some kind of php or perl/cgi web program that will automatically allow members to update a page about themselves and their vehicle. Doesn't have to be anything fancy, maybe something that will allow for 4 photos and a list of details about the car. Anyone have any ideas? I don't know enough about perl, mySQL, php etc to do anything like that on my own. I'd be willing to pay someone to write something for me..or trade ya for a 1.4ghz athlon CPU ;)
