Iam in need of help!
My PC has a av11v30 mobo with an award bios ver 1.01A. When I power on, the power led lights up and the supply fan runs and the HDD led lights up as well but that's it. There is no power to the rom drive and the machine just hangs there. Eventually the post test runs, beeps once and win 98 loads up and runs fine. If I restart the CP it all happens again.

So as far as I can tell your computer will load windows but the rom drive isnt working and on booting it pauses.
If there is no power to the drive then one suggestion would be to change the power connector between the psu and the drive. there should be another wire just like the one currently in the drive (this would power secondary drives).
If that doesnt work then I think your drive is screwed. Try to get another drive to test.
The pause on booting is the comp prolly trying to find the rom drive that is connected but not powered.
What is the drive (type/make/model) and has this suddenly happened or has the drive been doing things to indicate it failing.

The AV11V30 motherboards I had were defective. I had five of them and all five had leaky capacitors on them. I you haven't already done so I would check on a replacement. Mine were causing all types of weird problems. Shuttle replaced mine without charge.
Thanks for the tip Scott, but I have the problem fixed and working great. Good to have the input though.
