I scanned an old photo and was cleaning it up some. I'm new to photoshop as far as cleaning up photos. I'm practicing a little before fixing some old photos of people. Any suggestions on what I should do to it to make it look better? Like, should I doutone it something, or what other cleaning type things?

The bike looks pretty darn good to me, fosin :)
You could do alot with the bg area, but that may not be an option for the reality integrity of the pic. If not, I'd say it's a job done well, imo.

The bg? Like getting rid of all the junk behind it? Would you get rid of the bg all together and use a different one or would that turn out looking cheesy?
It looked pretty good when I printed it on a color laser. There was too much black when printed on my b&w laser.

Also...
How would you recommend getting rid of feathering on a photo. They put way too much feathering on it and it's covering important parts of the photo, so cutting inside of it won't work. Sniplet below.

Actually, the one above may be a good one to put on top of a different background. It was shot in a studio, so the bg isn't important. The feathering should be easier to fix that way.

Personally, I'd get ride of the distracting items (yes, getting rid of the junk behind it) behind the bike and replace with the brick/concrete wall. Of course, you can replace all or part of the bg with whatever your imagination conjurs up, and if you want to keep it black and white, anything can be made to black and white. :)
As for the 'feathering' on your clothed shoulder, what I did here was a quickie blow up (Ctrl + +) of the image and used the Clone tool then a bit of Smudge and Blur tools.
