But it aint right either, when you click the button staff you get to see the forum leaders part, but in that part you also see all the registered members and premium members.

I would suggest to remove all the registered members and maybe the premium members, then add all the people that often submit news to the site as Staff(or something like that) member (just add a new usergroup)

That is just how Vbulletin is setup...I didnt write that code

You can disable it, im 100% sure, it works like that for each user group :)
