Explain how to write a Recovery Console Batch Program. Where does it have
to be written? What are the capabilities of the Recovery Console? How can
they be expanded?

I honestly wouldn't have a clue though...
A lot depends on your version of Windows, Windows 2003 for example has a lot more options than the XP recovery console.
I would hazzard a guess that provided the commands are of the correct syntax, you could write them into a <filename>.CMD file and save it in the system root folder.
In a nut-shell, the capabilities of the recovery console is to offer basic commands to help with the repair of a windows installation, you can overwrite corrupt drivers with good ones for example, or fix the master boot record etc.
Expansion would probably be way of an add-on program or upgrading your version of windows???
