hmm the most obvious thing that springs to mind is the PSU. Try plugging your monitor in using the pc power cable and see if you get any activity, that should rule out fuse problems (asuming you have a fuse in your mains cables). Is the cable itself plugged in properly or has it worked itself loose?
When you say it won't power up, do you get anything? Flashing lights or can you hear the fans spinning up?
Unplug the PSU for a min. then plug it back in. Sounds like a power surge at the power supply and unpluging it will reset the curcuit breaker in it.

plug in my monitor using pc power cable?that doesnt sound possible, anyways tried unpluging power supply and reseting surge protector didn't help any.as far as fans go when i hit my power button the led fan on my side panel flashs quickly once ten...nothing. the only sign of any activity at all is a small orange colored light on my mobo between my ram slot and my ide cable labled L.E.D

then the mobo is getting some power, that LED indicates that.
What are your sys specs, CPU, RAM, mobo, vid card, everything & anything that may be a contributing factor?

Well, with the psu, asuming it's a standard atx and not a Dell own brand or similar, if you short out pin 14 (the Green wire) to ground, it should start the psu running you could then check the rails if you have a multimeter...
more info here (http://www.duxcw.com/dcforum/DCForumID3/447.html)
At least it will help you find out if the psu is ok or not.
As for the mobo, if the psu checks out ok, try removing the cmos battery and short out the 'wipe cmos' headers, leave it for 10-15 minutes, then try it again...
...also check that all cables etc are seated correctly and pci/agp cards are the same...
