I have had optimum Online for a while. And there are times now when my upload/downloads will be be cut down drastically. I would go from 120kbps upload down to 18kbps. My downloads would go from 600-1000Kbps to 250-500kbps. The only time it seems restored is when i reformat my C drive, i get the top speeds that i like. I know it's not Spyware or anything like that, because i always do checks for it. Why does this happen?

I have a similar thing happen. I think, in my case, it's the number of users on
line all at once. Reformatting my drive makes little if any difference.

The best thing to do is turn off your cable modem, for say 30 seconds (and any router, hub you have)
Then turn it back on, and wait for it to connect to the cable line (data light?)
Then turn on your router, hub and then your PC.
this should flush out the cable modems cache and router if installed.
I do this at leat monthly, if not weekly.

Oh, and if the speeds keep fluctuating, it could just be the download site :P
do a search in google for cable speedtest and try a few of the tests, most are free.

Welcome to XPC!

Some cable internet companies set a port bandwidth limit on IPs and when a logged IP reaches a certain amount of traffic, it is set to reduce the bandwidth to/from that IP. Usually those same companies have a clause also (which I doubt is your case) that "Running a dedicated server such as a mail or web server is prohibited on residential packages." or something similar (I copied that from the website of the ISP I work for.) I'm not sure if we have a limit set or not. Anyways, on your sitation, I would contact your ISP to ask about that. This may not be your case.

Try this site, accurate speed tests. The guys in the forums can help you tweek your connection to get more out of it, or help you with connection problems :)

It's very good and very accurate from the tests I have run against it. Of course a true measure of your connection will done from several different sites across several different times of day and then averaged to give you a more true representation of your connection.
